Rick Perry expressed cautious optimism Thursday that lawmakers can avoid a special legislative session this summer. “We’ve got time to get things done” he said. In the wee hours Thursday the Senate approved legislation that would restore Texas’ depleted windstorm insurance fund. Perry has warned he could call a special session if the reforms aren’t enacted.
