Lawmakers of both parties agree on the need to rein in private insurance companies by banning underwriting practices that have prevented millions of Americans from obtaining affordable insurance. Insurers would for example have to accept all applicants and offer a minimum package of benefits to be defined by the federal government. Nearly all Americans would be required to have insurance. Lawmakers also agree on the need to provide federal subsidies to help make insurance affordable for people with modest incomes.

MCKINNN WASHINGTN — A proposed tax on generous health-insurance packages presents a challenge to President Barack bama who promised during his campaign not to raise taxes on the middle class. A plan under debate in Congress would impose a new tax on insurers or employers who provide so-called gold-plated health-care plans. Many economists say a significant part of the cost would eventually be passed to employees through higher insurance payments or slower wage growth. That could conflict with Mr. bama’s often-repeated promise not to raise taxes on middle-class families.

McCain: I’m not in favor of a public health insurance option
